An electric razor is generally the safer choice, since it removes the risk of nicks if the person moves unexpectedly. Explaining each step before doing it, keeping the environment calm and quiet, and shaving at the same time of day as part of an established routine all help reduce anxiety or resistance. Stopping and returning later if the person becomes agitated is usually better than pushing through.

Letting the person hold the mirror or brush parts of their own hair when possible also helps restore a sense of control.
